Who's Who in Massachusetts Aging Services
A quick guide to the organizations that shape policy, funding, and standards for senior care in Massachusetts.
Massachusetts Councils on Aging (MCOA)
MCOA's tagline is "Advocate | Educate | Collaborate." It's the state lead for the Dementia Friendly MA initiative and supports the statewide network of local Councils on Aging with policy updates, grants, technical assistance, a Director Certification program, and board training.
Massachusetts Senior Care Association (MSCA)
MSCA represents more than 400 member organizations, including nursing and rehab facilities, assisted living communities, residential care providers, and CCRCs. It provides legislative advocacy, regulatory guidance, data analysis, and continuing education for long-term-care providers, and has an affiliated Massachusetts Senior Care Foundation.
Massachusetts Executive Office of Aging & Independence
Renamed from the "Executive Office of Elder Affairs" effective January 9, 2025, this office supports aging adults in living and thriving safely and independently, with tools, resources, and support for the aging experience. It oversees Aging Services Access Points, senior centers, caregiver support programs, Age-Friendly MA, and the Long-Term Care Ombudsman program.
Aging Services Access Points (ASAPs) / Elder Service Agencies
ASAPs are local agencies contracted with the Executive Office of Aging & Independence to administer state-funded elder services, including home care, senior nutrition, options counseling, family caregiver support, and, for some agencies, protective services. There are currently 23 ASAPs operating statewide.
Licensed Care Settings: Home Health, Hospice, SNF, and Adult Day Health
Home Health Agencies, Hospice Programs, Skilled Nursing Facilities (long-term-care facilities), and Adult Day Health Programs are four distinct, separately licensed categories of care in Massachusetts. All are regulated by the Massachusetts Department of Public Health's Bureau of Health Care Safety and Quality, within its Division of Health Care Facility Licensure and Certification.
